Accreditation on Certification

Accreditation on Certification Body and Supervision on Laboratories By ACFS

       The cabinet resolution on November 29, 2003 designated the Ministry of Agriculture and Cooperatives to take responsibility for setting up standards, monitoring and accrediting Certification Body for all types of exported food, and agricultural commodities. Consequently, ACFS becomes an Accreditation Body (AB) for any Certification Bodies (CB) as well as supervises both public and private agricultural commodities and food laboratories to be in line with the prescribed standards. Such practices shall ensure customers confidence on the safety of exported agricultural commodities from Thailand.

       Before November 29, 2003, ACFS had granted GMP/HACCP certificates to 147 factories nationwide. To comply with the Cabinet Resolution, ACFS has changed its role to be an Accreditation Body. At present , the agency operates in accordance with ISO/IEC 17011:2004 (General requirements for accreditation bodies accrediting conformity assessment bodies) and strengthen the capability as an AB as follows:

1. Encourage the government organizations, operations to be in compliance with international standards.
2. Co-operate with the international Accreditation Body, JAS-ANZ, through various means such as

        Observation on AB working.
        Training the personnel on the requirement of accreditation course.
        Participation with JAS-ANZ auditor to assess the ability of CB performance.
        Invitation JAS-ANZ Lead auditors to audit CB in Thailand together with ACFS auditors so that Thai officials could get more experience, skill and confidence.

        After ACFS had fully functioned as an Accreditation Body with competency. On August 16, 2004 ACFS launched accreditation service. In 2009 , there are 8 accredited Certification Bodies in the areas of GMP/HACCP , Organic Agriculture and Good Agriculture Practices (GAP)

The accreditation procedures involved :
1. Review all documents of CBs System (System audit)
2. On-site visit audit system (Office audit)
3. Audit the competency of CB (Witness audit)
4. Decision on certification by Accreditation Review Panel

        To supervise the exported agricultural commodities and food laboratories, ACFS issued rules on agricultural commodity and food laboratory in term of agricultural commodity and food laboratory registration by registration accredited laboratory . The regulations were promulgated in the Royal Gazette publication on August 20, 2004.
        Moreover, ACFS also provided training courses for personnel of such laboratories that need to improve their standard performance in compliance with the international standards.
